EM 13c: Enterprise Manager 12.1.0.4 Cloud Control Agent on IBM AIX Fails to Communicate with OMS Upgraded to 13.1.0.0.0 with Error: peer not authenticated (Doc ID 2180416.1)

Symptoms

An Enterprise Manager 12.1.0.4 Cloud Control system is upgraded to 13.1.0.0.0.
Subsequent communications from an EM 12.1.0.4 Cloud Control Agent on IBM AIX to the 13c OMS fails with this error logged in <AGENT_INSTANCE_HOME>/sysman/log:

2016-09-02 13:49:29,535 [195:CDEB16E1:GC.SysExecutor.9 (Ping OMS)] WARN - Ping communication error
o.s.emSDK.agent.comm.exception.VerifyConnectionException [unable to connect to http server at https://<OMS_HOSTNAME>:<PORT>/empbs/upload. [peer not authenticated]]

This error is interfering with the ability to upgrade the system Agents to 13c.

Additionally, the <AGENT_INSTANCE_HOME>/sysman/log/secure.log shows the following:
