Beginning with Enterprise Manager Release 220.127.116.11, preferred credentials can be globally scoped. Global preferred credentials provide a convenient way to implement system-wide credentials by allowing an administrator (with required privileges) to apply these credentials to all users for a specific target or to apply them to all users for a target type.
Setting the global preferred credentials will allow all the EM users who have privileges on the targets, to use the credentials for performing any activities against the target. For example, this will allow the database login page to be bypassed (not displayed), while accessing the Database administration and performance related pages in the console UI.
