RUEI: Unable To Start The Processing Layer And Fails With "ERROR - equally named files with different content" (Doc ID 2182641.1)

Symptoms

Post Recent Upgrade of RUEI to 13.1.2.1, we see that data processing fails to start

Event Log

2016-09-01 12:45:23 4 127.0.0.1 wg 52767 modr all[%NULL] 0 Internal error(equally named files with different content, prio=last id=setting_0000003300000033_0001a9c20001913b_collectors-restart-type).
2016-09-01 12:42:23 4 127.0.0.1 wg 45308 logmsgd [%NULL] 0 System processing restarted.
2016-09-01 12:42:23 4 127.0.0.1 wg 45302 logmsgd [%NULL] 0 Internal error(Processor command (project restart) on host localhost failed with status 18).
2016-09-01 12:42:22 8 127.0.0.1 wg 45256 logmsgd [%NULL] 0 Internal error(Can’t start the project).
2016-09-01 12:40:22 8 127.0.0.1 wg 41909 logmsgd [%NULL] 0 Job exited with exit code -1 (modr).

Restarting Data processing fails with below error

project -restart wg
