EM 13c : Privileges Granted to an EM User on the Group Target does not Propagate to the Member Targets

Symptoms
In EM 13c Console, a normal Group has been created for all the 'Database Instance' Targets. The 'View Database Performance Privilege Group' target privilege has been created on this Group to another EM User.
However, when the EM user logs into the Console, the performance page links are not enabled for the member database instance targets of the group.
