OMS start command hangs as follows:

$<OMS_HOME>/bin>./emctl start oms

ERROR workmanager.Work logp.251 - WorkJob Workerencountered severe error java.lang.OutOfMemoryError: PermGen space

During this time, process generates hs_err_pid files under $EM_INSTANCE_BASE/gc_inst/user_projects/domains/GCDomain/
