Symptoms

As a part of an upgrade, an Enterprise Manager 13.1.0.0.0 Cloud Control system was installed using the software only method.
Subsequently, attempting to run the ConfigureGC.sh in the configuration action after software-only installation fails at the "Database Connection Details" page in the installer window with this error:
