EM12c: Applying 12cR1 GI/RDBMS PSU Patch for SIHA Database Installation Via Enterprise Manager 12c Cloud Control Fails With Error: 001 Error occurred while starting Oracle Restart resources

Symptoms

Enterprise Manager (EM) 12.1.0.5 Cloud Control on Linux x86-64 SLES-12

Target: Single Instance High Availability (SIHA) 12.1.0.3 database
Application of PSU - 23273629 (JULY 2016) fails using EM but it works with opatch.

The job step log for the patch deployment procedure is reporting this error:

 

Download the job step details by clicking the Download button in the same EM 12c screen to review it.
The "CRS-4000: Command Start failed, or completed with errors." is being reported due to the "CRS-2501: Resource 'ora.ons' is disabled" message.
