Symptoms

Enterprise Manager (EM) 12.1.0.4 Cloud Control system

Applying a PSU Patch to a WebLogic Server (WLS) 12.1.3 target fails with this error in initialization during Analyze/Validation in a patch plan:

Step: Evaluate expression (Failed)

Check if SmartUpdate Upgrade patch is present and is applicable.
Check if all the required patches have been downloaded successfully.
Check complete. The overall result of this check is: Passed
STATUS: No need to download any patch.
