Executing any Enterprise Manager (EM) 13c Cloud Control command (except sync) fails with the following error:

- All DBMS Scheduler jobs related to the EM repository are shown to be down in the Setup -> Manage Cloud Control > Repository, page in EM.

- Logging in to EM 13c Cloud Control through a browser works without any errors.
