How to maintain Referential Integrity In Masking Across Databases? (Doc ID 2201921.1)

Goal

We are masking two columns like credit card number and CVV number in two different database and they are interconnected and there needs to be a referential integrity which needs to be maintained across this two database ,how is this possible when using data masking ?

We need to maintain the same values in credit card column across database since they are interconnected. But there is no referential integrity relationship defined at table level on the Databases.
