The target is not updating in EM after running WLST registerMetadataDBRepository()

The target specified in the registerMetadataDBRepository() command is expected to be reflected in Fusion Middleware Console, but it is not.

The issue can be reproduced with the following steps when running the registerMetadataDBRepository() action in WLST:
