EM 12c : Custom Service Name for PDB Target Reverts Back to Original Value Automatically After Sometime

Oracle 12C RAC PDBs running on single instance are being monitored via EM. For these targets, when the default_service_name (same as pdb) is used in the monitoring configuration, the connection fails with "ORA-01033: ORACLE initialization or shutdown in progress".
This is expected since the PDB is in mount state and connection fails as dbsnmp user even from sqlplus.
The default_service_name in the monitoring configuration page was modified to use another service at the DB which is actually running in one of the open PDB instances only. The connection from console works and the PDB target is shown as UP in the console UI.
However, the service name reverts back to the default service name automatically after sometime. This is affecting OEM monitoring of these
single instance PDBs and Corrective Actions / Jobs cannot get executed.
