EM 12c: Testing Credentials in Enterprise Manager 12c Cloud Control Gives Message: ERROR: NMO Not Setuid-root (Unix-only) (Doc ID 2215118.1)

Symptoms

Using "Test and Save" for the Named Credentials of a target (AIX) Host in Enterprise Manager (EM) 12c Cloud Control gives this Message:

ERROR: NMO not setuid-root (Unix-only)

Yet the 'nmo' executable in the EM Agent Home is indeed setuid (and owned by root), and the filesystem has no mount options.
Consequently, no jobs can be created on the on the target server.

Changes

This (& another) AIX Host was added by cloning the Agent from a previous (AIX) Host,
and the error does not occur on the original Host/Agent, only on the cloned Agent.

EM Agent on Target Host is indeed 12.1.0.5 w/the Dec. 2015 Bundle Patch.
The $AGENT_BASE dir is mounted on filesystem "/app" w/no mount options
The $AGENT_BASE/sbin/nmo file is owned by user 'root' and group 'dba', which
is the primary group of Agent owner ('oracle') w/permissions "-rws--x---".
