Symptoms
For a listener monitored via 13c EM Console, repetitive alerts are being raised with details "Message=The listener is down: TIMEDOUT to run lsnrctl", as below:
Host=dbserver.domain Target type=Listener Target name=LISTENER_ORCL Categories=Availability Message=The listener is down: TIMEDOUT to run lsnrctl. Severity=Fatal Event reported time=Nov 14, 2016 7:56:13 AM MST Target Lifecycle Status=Production Event Type=Target Availability Event name=Status Availability status=Down Root Cause Analysis Status=Neither Cause Nor Symptom Causal analysis result=Neither a cause nor a symptom Rule Name=Notification Rule Set,All Targets Availability Status Rule Owner=SYSMAN Update Details: The listener is down: TIMEDOUT to run lsnrctl.
- The <AGENT_INST>/sysman/log/gcagent.log shows:

This is a mis-leading and false alert since the listener is up and running fine during this time.
