EM 13c : Targets are Stuck in Blackout status Though the Blackout has Ended Successfully (Doc ID 2216105.1)

Symptoms

In 13c EM Console setup, repeating blackout has been created for multiple cluster targets across different hosts.
Though the blackout has ended successfully, some of the targets are still stuck in the Blackout status.
Verifying the target availability dump of one of the target (collected via the EM Diagkit command: repvfy dump availability -name "<target name>" -type <target_type>) shows:
