EM12c, EM13c : Deploying a Compliance Ruleset in Enterprise Manager 12c Cloud Control Generates CCCWatchdog NullPointerException

Symptoms
Deploying a Compliance Ruleset in Enterprise Manager (EM) 12.1.0.5 Cloud Control is successful (shows a "Deployed on" status in the compliance screens).
However, the following is reported in the EM Agent logs:
