EM 13c: OMS Targets on AIX Show as Down after Successful Enterprise Manager 13c Cloud Control OMS Installation (Doc ID 2225617.1)

Symptoms

Successful installation of Enterprise Manager 13.2 Cloud Control on IBM AIX on POWER Systems (64-bit) 7.1, results in properly operating Oracle Management Service (OMS).

Checking the MTM targets and their status shows the OMS, console, platform, and repository targets with a status of Metric Collection Error.

Selecting the option "Refresh weblogic domain" does not change the status.

Executing the "emctl control agent runCollection" command on the Management Services and Repository target fails with this error:
