Symptoms

Enterprise Manager (EM) 13.1.0.0.0 Cloud Control

The Refresh from My Oracle Support job fails to download to EM 13.1 Cloud Control with the following error:

1) From .../gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc:

[2016-10-18T10:38:36.058-04:00] [EMGC_OMS2] [ERROR] [] [oracle.sysman.core.patch.job.opatch.SmartUpdateDownload] [tid: RJob Step 25700] [userId: SYSMAN] [ecid: af613b7a-c2fa-4031-bd8c-00e663a4608c-00000004,0:3380:26826:49] [APP: emgc] Error occurred while downloading the SmartUpdate patch : Unable to complete network operation against My Oracle Support. Please check network connectivity to Oracle Support Site.[[

oracle.sysman.emInternalSDK.core.patch.exception.PatchDownloadException: 0:Connection refused




2) A wget command output from the EM 13.1 OMS host is showing that a redirection is occurring to a URL using the http protocol:
