EM 13c, 12c: How to Troubleshoot Enterprise Manager OMS 'emctl secure oms' Failures (Doc ID 2228137.1)

Purpose

When the command: emctl secure oms fails to properly execute, the error is logged in <EM INSTANCE HOME>/em/EMGC_OMSn/sysman/log/secure.log file. This document lists known error messages that are logged to that file and then provides a solution or workaround.
