EM 13c: Missing Metric Values for Items Located under the CPU Usage (tree) in Enterprise Manger 13c Cloud Control

Goal
Enterprise Manager (EM) 13c Cloud Control
There are missing metric evaluation values for Host targets:
Navigate: Targets > All Targets > [select Host target link] > [expand the Host drop down menu] > Monitoring > All Metrics > CPU Usage (all sub-tree items show: "No data to display.")
In this view, only the top-level displays data :
-CPU Usage
--CPU Idle Time (%) Shows: "No data to display."
--CPU System Time (%) Shows: "No data to display."
--CPU User Time (%) Shows: "No data to display."
--CPU Utilization (%) of a cpu Shows: "No data to display."
While some of these statistics are populating, others are not.
While some are "Not Applicable" statistics that are not displayed for valid reasons, it may seem puzzling that many others are not displayed.
Some metrics are Real-Time and have no collection schedule and do not keep historical data. One example of Real-Time Data metrics is the 'Top Processes' Metric. Further information about this can be found in the following MOS Note:
