EM 13c: Enterprise Menu Items are Inactive in Enterprise Manager 13.2 Cloud Control after Installation (Doc ID 2238168.1)

Symptoms

 

Newly installed Enterprise Manager (EM) 13.2 Cloud Control shows greyed out items under the Enterprise menu:

 

 


From the Enterprise > Monitoring menu, these items are inactive:

Corrective Actions
Metric Extensions
Monitoring Templates
Template Collections


Additionally, in the Setup > Notifications menu, all items from Mail Servers to My Notification Schedule are inactive.
