EM 13c: Enterprise Menu Items are Inactive in Enterprise Manager 13.2 Cloud Control after Installation

Newly installed Enterprise Manager (EM) 13.2 Cloud Control shows greyed out items under the Enterprise menu:
From the Enterprise > Monitoring menu, these items are inactive:
Additionally, in the Setup > Notifications menu, all items from Mail Servers to My Notification Schedule are inactive.
