EM 12c: DBUA cannot Find the Enterprise Manager 12c Cloud Control Agent during Target Database Upgrade to 220.127.116.11: Could not find Oracle Management Agent on this host for the given Oracle Management Service (OMS)

Enterprise Manager (EM) 22.214.171.124 Cloud Control monitors an AIX (6.1) database host running four (non-RAC) Oracle Databases.
The EM 12c Agent Status is OK, and there are no Blackouts.
While using DBUA to upgrade one of the databases from 126.96.36.199 to 188.8.131.52, on Step 5 (of 11) the "Configure Enterprise Manager (EM) Database Express" box in unchecked and the "Register with Enterprise Manager (EM) Cloud Control" box is checked, with the OMS Host and Port (the same as shown in EM Agent Status for Repository URL) provided, along with user and password, etc.
However, upon clicking "NEXT", this error is shown in a pop up window:
The target database is seen and can be maintained in EM 12c Cloud Control with no issues.
