Symptoms

The Enterprise Manager (EM) Cloud Control OMS crashes after the Unix CPU Jan 2017 Patch has been applied to its hosting system.
The OMS AND WLS suddenly become unavailable, not allowing web connections.

Alerts are sent and jobs not run. Trying to re-start meets with various error messages including:

Oracle Management Server is initializing.
Context not fully initialized yet.
Check EM Server log file for details: /u02/oradata/oem/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
