EM 13c: Post Upgrade, Console Access Gives Error 'Enterprise Manager Cloud Control is not Currently Available. The EMGC_OMS server where Cloud Control runs, or Some other component might be down. (Doc ID 2244396.1)

After upgrading EM to 13c, EM console access gives the following error though OMS is up.

Enterprise Manager Cloud control is not currently available. The EMGC_OMS server where Cloud Control runs, or some other component, might be down. Retry

This also impacts all agents upload as well.

$AGENT_INST_HOME/bin/emctl status agent  shows

Collection Status : Collections enabled
Heartbeat Status : OMS is unreachable [not running]

$AGENT_INST_HOME/bin/emctl pingOMS
