Symptoms

After upgrading Enterprise Manager (EM) Cloud Control to 13c, EM console access gives the following error, although the OMS is up.

Enterprise Manager Cloud control is not currently available. The EMGC_OMS server where Cloud Control runs, or some other component, might be down. Retry


This also impacts all agent uploads.

<AGENT_BASE>/agent_inst/bin/emctl status agent  shows
