EM 13c: DDM Job "Gather Statistics" POST_UGC.STATS_GATHER_JOB is Running without Finish in Enterprise manger 13c Cloud Control (Doc ID 2244942.1)

Symptoms

After successful upgrade to Enterprise Manager (EM) 13.2 Cloud Control, the DDM job "Gather Statistics" POST_UGC.STATS_GATHER_JOB still appears to be running.

However checking the job in the Job Activity page, shows that it has failed with ora-21700 error:
