The status of the pluggable database is down although the Container status is up and running

EXPECTED BEHAVIOR

The status of the pluggable database should be up and running like the container


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot monitor the correct status for the pluggable database due to the miss leading status.
