AWR Warehouse Snapshot Uploads Fail with "ORA-27041: unable to open file" Permission Denied (Doc ID 2249683.1)

Symptoms

AWR snapshots of target databases are not getting uploaded to the Central Warehouse.
Checking the job output shows the errors:

ORA-39000: bad dump file specification
ORA-31640: unable to open dump file "<agent_inst>/awr_t/1_4AB0686C90C8D5EBE05321278A0A785D_2334838841_22_28.dmp" for
read
ORA-27041: unable to open file
Linux-x86_64 Error: 13: Permission denied

-  The target database is configured in the AWR repository to use the 'oracle' OS user.
