Database Locks Section Does Not Report 'Blocking Locks' Or 'User Locks' in Cloud Control 13c (Doc ID 2251471.1)

Symptoms

Blocking locks are reported differently on cluster database when using 2 different ways:

Database locks are not listed when using the Cluster Database menu->Performance home page-> Database Locks option, however, the blocking locks are reported fine when using Cluster database menu ->Performance->Blocking Sessions option.

Changes

Target database was upgraded to 12c.
