E-mail Notification Not Delivered to an Admin if the Text Field Contains another Admin with Special Character

Information in this document applies to any platform.
Configured an Incident Rule to Send a Notification to 2 Admins : IT-ADMIN1, ADMIN2.
But the EMail notification is Delivered only to IT-ADMIN1 but not to ADMIN2.
Following Combination Works:
Specify only 1 user ADMIN2: works
Specify only 1 e-mail of ADMIN2 (email@example.com): works
Specify 2 users (IT-ADMIN1,ADMIN2): does not work. Only IT-ADMIN1user gets notifications.
Specify 1 username and 1 email (IT-ADMIN1,firstname.lastname@example.org): works
