If you use LDAP Authentication and mapped your LDAP Groups to BI Publisher OPSS Application Roles per the Oracle Technology Network (OTN) document, but notice that you cannot login to the Enterprise Manager (EM) Business Intelligence Publisher (BIP), or can login with your LDAP Credentials, but Menu Items are greyed-out, then you are most-likely experiencing this issue.
Conclusion: Since the newer version of EM had an issue re-ordering LDAP Priorities in BIP, there has been a change to the way you configure LDAP Authentication for BIP in EM 13c. Rather than running the 'emctl config auth reorder_ldap_priorities' command, the new process involves running a script on your OMS Host.

Download the attached script to any folder on your OMS Host(s) and run it.
The usage is quite simple.
Please make sure you read and understand the OTN document (the value of "useCaseInsensitiveSearch" should be set to false), and verify the script functioned properly.
