EM 13c: Enterprise Manager 13c Cloud Control Issues Intermittent Exadata Alerts for server_os Access point is down (Doc ID 2260815.1)

Symptoms

Enterprise Manager 13c Cloud Control issues false alerts for the oracle_si_server_os targets.
At the time of alerts, no errors are evident in the gcagent_sdk.trc EM 13c Agent log file.

The alert in EM 13c Incident Manager looks like this:




This is an example of a notification sent from EM 13c Incident Manager:

 
From this, it appears EM 13c Cloud Control has determined that the target OS is down when the ssh connection between the agent  host(Domu) and target host(Dom0) times out.
However, in practice, ssh connectivity between 
DomU and Dom0 is working.
