Creating Standby Database is Failing at Source Validation Step with Internal Error (Doc ID 2264884.1)

Trying to create physical standby database using Cloud Control will fail at the Source Validation step with:

An internal Error has occurred. Refer to the Management Server and Agent log files for more details.

The emoms.log file will show:
