[EM 13c]: Upgrading Opatch On AIX Agent Machine Fails At System Prerequisite While Checking CPU Speed (Doc ID 2267357.1)

Upgrading Opatch for 13.2 management agent oracle home on AIX machine failed on system prerequisites checks failed with following error:

$ export ORACLE_HOME=/oemagt/agent13c/agent_13.
$ java -d64 -jar /install/oracle/oem/Agent_Patches_13c/opatch/6880880/opatch_generic.jar -silent oracle_home=/oemagt/agent13c/agent_13. -invPtrLoc /etc/oraInst.loc
