Metric extension creation with an OS Command adapter, requires the user to specify define the <Adapter> definition properties.
Under the <Advanced Properties> tab, <Environment Variables> can be added so that additional properties can be accessible to the command from environment variables.
The following example is presented in the EM 13c Documentation (as seen in the EM 13c Console):

Adding the Environment Variable: Name=targetType, Value="%TYPE%" >

8.4 Adapters
8.4.1 OS Command Adapter - Single Column

Environment Variables - Additional properties can be accessible to the command from environment variables. For example, you can add Environment Variable:
Name=targetType, Value="%TYPE%", and the command can access the target type from environment variable "ENVtargetType". See usage examples in OS Command Adapter - Single Columns.

However, adding Value="%TYPE%" or Value=%TYPE% may not work in certain cases and the environment variable values are not gathered.
