'Update Oracle Home property' step succeeds though EM User does not have 'Configure Target' privilege (Doc ID 2271295.1)

Symptoms

Updating the Oracle home for database using 'UPDATE_DB' option of emcli db_software_maintenance verb succeeds.
Navigating to Monitoring Configuration page for database still shows the Old Oracle home. But the database target is relocated to new oracle home and is updated in target host.

From Enterprise Manager navigate to Enterprise > Provisioning and Patching > Procedure Activity.
Now expand following steps:

Update or Switches Oracle Instances > Switch Oracle Database > For all hosts : Steps for destination Oracle homes > test.oracle.com > Update Oracle Home property.

The overall step shows success, though following errors are seen:

Oracle Home property for target db7254 updated to /refresh/home/oracle/prod/db/12102fleetbase/fleethme1
ERROR: ORA-20221: set_target_property(...): The current user [FLEET1] does not have CONFIGURE_TARGET privileges to perform this operation.

Successfully updated the OracleHome target property for all the given targets.
Step: Update Oracle Home property has been executed successfully.
