The Operating System Reports High CPU when the Enterprise Manager 12c Cloud Control Agent is Running, but Stabilizes when the EM Agent is Stopped (Doc ID 2272187.1)

Symptoms

You notice the Enterprise Manger (EM) 12c Cloud Control Agent is consuming between 10-50% of CPU on your host target (or higher), but when you stop the Agent and monitor the CPU Usage via the OS Utilities, i.e., Linux's 'top' command or AIX's 'topas' command, the CPU usage subsides, and you see many, many DEBUG statements in the <AGENT_BASE>/agent_inst/sysman/log/gcagent.log file, similar to the following:

 You may have set the Agent Logging Level to 'DEBUG'
