'Performance' and 'SQL Monitor - Last Hour' details not shown for view Target privilege user in 13c EM

Symptoms
Have created a user A2 with following details:
Roles:
EM_USER
PUBLIC
Target Privileges :
'View' for oracle database.
Entitlement Summary for the user A2 is as given below:
To get this page, Login to Console as A2 user and click on A2 in the right hand top corner > "Entitlement Summary"
This does not show 'Performance' and 'SQL Monitor - Last Hour' details at home page of target in 13c Enterprise Manager.
This used to work till 12c Enterprise Manager with same EM user privileges as given below:
