'Execute pre-installation root scripts' step failing for Out of Place patching in Prepare Stage in EM (Doc ID 2274156.1)

Symptoms

Create a Patch plan for target database using 'Out of Place' Patching option in Patch plan.
Analyze of the patch plan succeeds.

Prepare phase of Patch for targets in AIX host is failing at 'Execute pre-installation root scripts' step with following message:
