Symptoms

Enterprise Manager (EM) 12.1.0.4.0 Cloud Control
This same symptom may be seen with EM 13c
Platform - Linux x86-64
Issue: Rebooted the OMS server; after the reboot OMS is not starting and Webtier is up.
