EM13c Agent : After Migrating 'AgentMigrate.pl' to New Home 'emctl start agent' Fails to Start With 'The Oracleagent12c1Agent service could not be started' (Doc ID 2279242.1)

Symptoms

Agent home migrated to new home using script AgentMigrate.pl

D:\app\Oracle\agent\agent_13.2.0.0.0\perl\bin\perl D:\app\Oracle\agent\agent_13.2.0.0.0\sysman\install\AgentMigrate.pl -instanceHome D:\app\Oracle\agent\agent_inst -newAgentBaseDir D:\orasw\em\agent

Old HOME  : D:\app\Oracle\agent
New Home : D:\orasw\em\agent

After migrating agent home to new location , agent fails to start with following message.

$agent_inst\bin\emctl.bat  start agent

The Oracleagent12c1Agent service is starting.
The Oracleagent12c1Agent service could not be started.
The service did not report an error.
