EM 12c : Start OMS Hangs for a long time and does not Complete

Attempting to start the 12c OMS using 'emctl start oms' hangs and does not complete.
After a long time, a timeout error is displayed:
$ emctl start oms Oracle Enterprise Manager Cloud Control 12c Release 5 Copyright (c) 1996, 2015 Oracle Corporation. All rights reserved. Starting Oracle Management Server... Starting WebTier... WebTier Successfully Started Oracle Management Server is still in the process of getting started. Timed out waiting for Oracle Management Server to start. Check error and log files. Check EM Server log file for details: /u01/app/oracle/product/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out Oracle Management Server is Down
- No errors are reported in the OMS application logs of the managed server logs, except for the timeout error after a very long time of the startup attempt.
- OMS is installed on the local disk itself and not on an NFS mount.
- At the OS ip6tables have been configured and is enabled. This can be verified by the below command, executed as the root user:
chkconfig --list | grep ip6tables ip6tables 0:off 1:off 2:on 3:on 4:on 5:on 6:off
