EM 12c, EM 13c: Enterprise Manager Cloud Control Agent Deployment Fails to Secure the Agent with Error: exit code :2

Symptoms

Securing an Enterprise Manager (EM) 12c or 13c Cloud Control Agent as part of a deployment action from EM Cloud Control fails with the screen messages on the Agent Deployment Summary page:

Error:
Execution of command <Agent Oracle Home>/bin/emctl secure agent on host <> Failed

Cause:
Eror Message Not Available
Exit code 2

Status agent Failure:Unable to connect to the agent at http://<Agent Host Name>:<Agent Port>/emd/lifecycle/main/ [Connection establishment timed out
