EM 13c: Periodic Error Displayed in Enterprise Manager 13c Cloud Control: OFM-99999 [][] (Doc ID 2283446.1)

This error keeps popping up again and again.
It was happening on Enterprise Manager (EM) 13.1 Cloud Control and did not disappear after upgrade to EM 13.2.
