Symptoms

Provisioning an Oracle database from Enterprise Manager (EM) 13.1 Cloud Control uses the Create Oracle DB deployment procedure.

In the Initialization parameter screen, the Host CPU Count value is limited to a specific number less than the actual count of virtual CPUs on the physical host.
