EM 12c, 13c: Upload Patch or Oracle Catalog File Upload to Enterprise manager 12c Cloud Control Software Library Fails with: An Error Occurred while perform post processing for the patch

Uploading a patch into the Enterprise Manager (EM) 12c Cloud Control Software Library from EM 12c fails with this screen error:

An Error Occurred while perform post processing for the patch "p25987091_60000000004331_2000_0". For more details, check the OMS logs.



Similarly, uploading a catalog file results in this error:

An error occurred while uploading Oracle Catalog fie to Software library


The following error seen in <EM Instance Base>/em/EMGC_OMS#/sysman/logs/emoms.trc:

Caused by: oracle.sysman.emInternalSDK.core.patch.rfm.RFMException: e071af34-25e3-4b2b-9ffe-dc041b7b1592: No write permission to the System Temp directory '/u/oracle/install/tmp'
