Alerts are not Generated for OVM Server Pool Target Metrics in Enterprise Manager Cloud Control

Enterprise Manager (EM) 13.2 Cloud Control
An alert is not generated even though a collected metric value has crossed the threshold values set in Metric Collection and Settings for the Oracle VM server pool target.
The following metric thresholds are set for Oracle VM server Pool target for these two example metrics:
1) Oracle VM Server Load --> Physical Memory Utilization (%)
- Warning Threshold is 10% - Critical Threshold is 20%
2) OVM Server Filesystems --> Used Space (%)
- Warning Threshold is 10% - Critical Threshold is 15%
Accessing respective Oracle VM server targets, VM server > Monitoring > All metrics > [select VM Server Load] > Physical Memory Utilization [or VM Server Filesystems] > Used space,
The resulting page shows that the metric values are being collected and displayed in the graph, but are not alerted after thresholds are crossed.
