EM 12c: Installing October 2016 or later Bundle Patches with Enterprise Manager 188.8.131.52 Cloud Control Agent Deployment or Upgrade Succeeds, but no Targets are Discovered

Deploying an Enterprise Manager (EM) 18.104.22.168 Cloud Control Agent with the October/2016 (<Patch 24677163>) or later EM Agent Bundle Patch (22.214.171.124.161031) appears to succeed.
However, the patched EM 12.1.05 Agent does not appear in the target list in EM 126.96.36.199 Cloud Control, nor do the targets which it is expected to monitor.
An EM 188.8.131.52 Agent with the same October 24677163 (184.108.40.206.161031) or later bundle patch communicates successfully where there is no proxy between OMS and Agent.
Deinstalling the 220.127.116.11 agent and reinstalling without the patch succeeds in agent and monitored target discovery.
Upgrading a 18.104.22.168 Agent to 22.214.171.124 with the same patch (<Patch 24677163>) included also fails, with the agent never coming out of the upgrade blackout.
Rolling back the patch allows the blackout to be stopped and agent and monitored target discovery succeeds.
