EM 12c: Enterprise Manager 126.96.36.199 Cloud Control Agent Upgrade Console Hangs on Selection of Upgrade Agents

Upgrading the Enterprise Manager (EM) 220.127.116.11 Cloud Control Agent to 18.104.22.168
Using the Agent Upgrade Console (AUC), selecting an EM Agent list for upgrade causes the Console to hang without any response.
To reproduce the symptom, navigate to the AUC: Setup > Manage Cloud Control > Upgrade Agents
Select the Upgrade Agents option in the AUC, if not selected by default, to demonstrate the freeze.
