EM 12c: Adding a Single RAC Database Target with Multiple Instances in Enterprise Manager 12c Cloud Control Results in Discovery of Two Rac Databases Splitting the Instances

A new cluster database target with 3 instances running, named RACN, is added to the Enterprise Manager 22.214.171.124 Cloud Control target list.
A new cluster database target with 3 instances running, named RACN, comprised of instances RACN1, RACN2 and RACN3, is added to the Enterprise Manager 126.96.36.199 Cloud Control target list.
Cluster Database target RACN should have been discovered with instances RACN1, RACN2 and RACN3
Instead, as discovered, the database was split into 2 parts;
#1 has cluster database name RACN_clustername and only has one instance, RACN_clustername_RACN1
#2 has cluster database name RACN and has two instances, RACN2 and RACN3
