The Top Activity Graph in Enterprise Manager Initially Shows Expected Data But is no Longer Displayed Correctly After the Data View is Manually or Automatically Refreshed

Symptoms

Running Oracle Enterprise Manager 13c, unexpected behavior occurs when viewing the Top Activity graph.

First access the page for the desired database target and navigate to the Top Activity page (Performance => Top Activity) as shown below:



Initially, the Top Activity graph that is populated as expected:



However, when the graph is automatically re-drawn at the automatic refresh interval (or if you select "Real Time: Manual Refresh" in the "View Data" drop down menu), the graph is re-drawn against a different scale that appears to display just a single value across it's range for each of it's metrics, as illustrated below:



Within the "emoms.trc" file, the following error message sequence being logged at times that correlate to the Top Activity page being refreshed (where "DB_USER" corresponds to the schema in the target database that Enterprise Manager has been configured to use for that target):



Changes

There may have been recent configuration of Enterprise Manager to use a custom user to access the target database or attempted to harden the system by removing roles from users, such as the DBSNMP user which might have been selected as the default user for monitoring the target database.
